In maximizing the effectiveness of prevention efforts, it is necessary to also focus on vulnerable populations, and to develop effective intervention programmes. Community participation is the key to strengthening local prevention activities. Besides the Government's response, the joint efforts of community organizations (the AIDS Non Governmental Organizations and Mainstream Non Governmental Organizations ) which can work with vulnerable communities and / or with people living with HIV/AIDS; and the participation of academics who explore effective intervention means and evaluate prevention programmes.
